Following his confirmation on January 30, 2025, Doug Burgum made significant movement within the Department of the Interior, pressing forward under President Trump’s vision of “Unleashing American Energy.” On his first day, Burgum signed six Secretary’s Orders, representing a significant policy shift toward American energy dominance and economic expansion.
With an 80/17 confirming vote, Secretary Burgum’s appointment was met with broad support from both sides of the aisle. Background & Qualifications
Hailing from a small town in North Dakota, Doug Burgum is a former software executive who led Great Plains Software, which Microsoft acquired in 2001 for $1.1 billion. Burgum remained on as a Microsoft vice president until 2007 and later worked in real estate development and as a venture capitalist. He received his bachelor’s degree from North Dakota State University and his MBA from Stanford University Graduate School of Business.
When Burgum turned his eye toward politics, he beat a long-term GOP officeholder to become governor of North Dakota in 2016. Burgum took a business-like approach to leadership, running on a platform of “reinventing government” and addressing North Dakota’s severe revenue deficits. As governor, he introduced several pro-business policies, drastically reduced income taxes, diminished regulations, and supported energy development.
Naturally, North Dakota’s economy is built on the foundation of oil and rich natural resources. When re-elected in 2020 to the office of governor, Burgum solidified his reputation as a result-oriented leader, delivering on his campaign promises.
In his new role as Secretary of the Interior, Burgum is leading with a bold and ambitious agenda focused on elevating America’s energy dominance.
Essential Priorities
On his first day in office, Secretary Burgum set the tone for his position, signing six Secretary’s Orders centered on bolstering America’s domestic energy production, expediting and streamlining permitting processes, and ensuring responsible development of the vast natural resources within public and federal land in the United States.
Secretary Burgum’s priorities include the following focal points:
1. Reconciling the National Energy Emergency
His first major action was to sign Secretary’s Order 3417, which emphasized a “reliable, diversified, growing, and affordable supply of energy for American citizens.” This directive mobilizes the Interior Department to pinpoint emergency legal authorities that will expedite energy development, from permitting to production and transportation.
2. Broadening Energy Exploration Projects
Secretary Burgum’s second Secretary’s Order aligned the Interior Department with President Trump’s order, “Unleashing American Energy,” which overturned restrictive energy policies from previous administrations. Order 3418 also expedites leasing approvals for federal lands and waters, ensures domestic mining, and prioritizes critical mineral production. This order streamlines and expands massive energy projects to stabilize the grid and reduce costs for American citizens.
3. Reducing Energy Costs for American Families
Burgum’s third Secretary’s Order, 3419, eliminates unnecessary regulations that overly elevate living costs, including a comprehensive review of all programs within the Department of the Interior.
4. Reopening Offshore Drilling on the Outer Continental Shelf
Secretary’s Order 3420 reverses the bans on offshore drilling set in the twilight days of the previous administration. Burgum’s fourth act and priority is to reestablish oil and gas drilling on the outer continental shelf, resuming exploration and production in pivotal offshore regions.
5. Reducing Red Tape
Aligning with Burgum’s long-time stance on deregulation, Secretary’s Order 3421 mandates a “10-for-1” mandatory reduction, which dismisses ten outdated regulations for every one introduced.
